A proposed townhouse development in Rutland will be colourful, but drawings like this didn鈥檛 impress one city councillor on Monday.

Plans for a three-storey, 60-unit apartment building on Clement Avenue received city council鈥檚 approval on Monday.

The apartments, to be located near Gordon Drive, will replace two single-family homes now on site.

Coun. Ron Cannan, appearing by video, had a couple questions about the plans, but aside from that, council鈥檚 approval came without debate.

Councillors had a few more qualms about plans to build 11 three-bedroom townhouses on Nickel Road in Rutland, where two single-family houses are also to be replaced. One of the houses has been torn down already.

鈥淪o where鈥檚 the amenities space? Where鈥檚 the grass? Where鈥檚 the trees? If I was to move in there, where would I go if I wanted to live,鈥 asked Coun. Charlie Hodge.

City planners told Hodge the builders are meeting city requirements for providing open space, but children may have to go to nearby Ben Lee Park to play.

鈥淭hey are providing what鈥檚 in our zoning bylaw,鈥 Hodge heard.

鈥淚鈥檓 not sold on this,鈥 Hodge replied. 鈥淚 don鈥檛 see any green. I don鈥檛 see anything friendly.鈥

Coun. Luke Stack welcomed the plans.

鈥淥ne benefit I see is there鈥檚 no variances,鈥 he said. 鈥淲e asked for full parking, they鈥檙e providing full parking. Personally, I think the colour is quite cute and is kind of a refreshing change. It鈥檚 fun to see something bright and cheery.鈥

Coun. Maxine DeHart thought the artist鈥檚 renderings supplied to council were subpar.

Council supported the application with Hodge and Coun. Gord Lovegrove opposed.

Other development applications and rezonings approved by council included:

鈥 Reconstruction of the Burger King restaurant on the Orchard Plaza property received three readings. It still needs final adoption.

鈥 Child care centres for Hall Road and Raymer Road received final approval.

鈥 Three readings were granted for an apartment building on Park Road in Rutland. Plans are to build a four-storey building with 13 dwellings and two commercial units.

鈥 Three readings were granted for a rezoning application for the Orchard Park mall parking lot that used to house the Kelowna Farmers Market. A mixed-use development is planned, according to the city鈥檚 description.

鈥 Rezoning that will allow apartment buildings to be built on Lakeshore Road near Cedar Creek park passed three readings. Lovegrove had concerns about traffic.

鈥 A property of Appaloosa Road was rezoned from agricultural to industrial.
